should i trust what they say at face value or stop jerking me around

Ok, so I've decided I am seriously annoyed at ED. I have been in this job search with them for 5 months now. Fine, I understand that the federal government takes a long time, but this is ridiculous. Here's the latest:

Last week was the two week time frame since I delivered my paperwork to the hr woman who handles the office I'm trying to work for. I waited two weeks patiently and then emailed my friend who got me my original interview months and months and months ago. So I emailed him and was like: Its been two weeks, is that a normal time to wait to hear from them? I know there was a holiday weekend in there. Should I keep waiting. To which he says: He heard i was starting this week. I was like WHAT? HUH? Are you saying I could've quit my current job two weeks ago!??!!?!?!?!?!?!?!?!?!?!?!?!?

But I shrugged it off and emailed LBJ and was like whats up, just checking in. I haven't heard anything yet, but wanted to make sure i didnt miss something in the meantime. She had the HR woman call again and tell me they were missing my transcript. MY TRANSCRIPT???? I could've gotten that to them two weeks ago. It takes me thirty seconds to get that document. But I was ok. I did it, sacrificed my lunch to get it to the woman. She took it and forwarded it on to the next person and she said that person should call me yesterday (monday) or this morning (tuesday). I waited patiently but still nothing. In the meantime a friend trying to work in the same office who has only been applying now for like a month or two has an offer. I know its not his fault but i'm a little perturbed that i havent gotten anything. I've started turning down other options over this. I'm a little angry.

If they are jerking me around they need to stop because i'm counting on this. But they keep saying its just a formality, but why does this formality take a month to accomplish?
